ਚੰਡੀਗੜ੍ਹ: ਝੋਨੇ ਦੀ ਕਟਾਈ ਦੇ ਨਾਲ-ਨਾਲ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਵਿੱਚ ਹੁਣ ਪਰਾਲੀ ਸਾੜਨ ਦੇ ਮਾਮਲੇ ਵਧਣ ਲੱਗੇ ਹਨ। ਜਿਸ ਨਾਲ ਹਵਾ ਪ੍ਰਦੂਸ਼ਣ ਦੇ ਵਧਣ ਦੀਆਂ ਖਬਰਾਂ ਵੀ ਸ੍ਹਾਮਣੇ ਆਈਆਂ ਹਨ ਜਿਸ ਨੂੰ ਦੇਖਦੇ ਹੋਏ, ਸਰਕਾਰ ਪਰਾਲੀ ਸਾੜਨ ‘ਤੇ ਮੁਕੰਮਲ ਪਾਬੰਦੀ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਸਰਗਰਮ ਹੋ ਗਈ ਹੈ। ਪੰਜਾਬ ਪੁਲਿਸ ਨੇ ਸਿਵਲ ਪ੍ਰਸ਼ਾਸਨ ਦੇ ਸਹਿਯੋਗ ਨਾਲ ਕਿਸਾਨਾਂ ਨੂੰ ਪਰਾਲੀ ਸਾੜਨ ਦੇ ਮਾੜੇ ਪ੍ਰਭਾਵਾਂ ਬਾਰੇ ਜਾਗਰੂਕ ਕਰਨ ਅਤੇ ਪਰਾਲੀ ਸਾੜਨ ਵਾਲਿਆਂ ਵਿਰੁੱਧ ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਕਰਨ ਲਈ ਇੱਕ ਵਿਸ਼ਾਲ ਮੁਹਿੰਮ ਚਲਾਈ ਹੈ।
ਡੀਸੀ ਅਤੇ ਐਸਐਸਪੀ ਨੇ ਕੀਤੀ ਸਾਂਝੀ ਚੈਕਿੰਗ
ਡੀਜੀਪੀ ਪੰਜਾਬ ਰਾਜ ਵਿੱਚ ਪਰਾਲੀ ਸਾੜਨ ਦੇ ਮਾਮਲਿਆਂ ਦਾ ਜਾਇਜ਼ਾ ਲੈਣ ਲਈ ਸਾਰੇ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀਆਂ, ਰੇਂਜ ਅਫਸਰਾਂ, ਸੀਪੀ ਅਤੇ ਐਸਐਸਪੀਜ਼ ਅਤੇ ਸਟੇਸ਼ਨ ਹਾਊਸ ਅਫਸਰਾਂ (ਐਸਐਚਓਜ਼) ਨਾਲ ਵੀ ਮੀਟਿੰਗਾਂ ਕਰ ਰਹੇ ਹਨ। ਵਿਸ਼ੇਸ਼ ਡੀਜੀਪੀ ਅਰਪਿਤ ਸ਼ੁਕਲਾ ਨੇ ਕਿਹਾ ਕਿ ਸੂਬੇ ਵਿੱਚ ਪਰਾਲੀ ਸਾੜਨ ਦੀ ਸਮੱਸਿਆ ਨੂੰ ਕਾਬੂ ਕਰਨ ਲਈ ਪੁਲਿਸ ਟੀਮਾਂ ਸਿਵਲ ਪ੍ਰਸ਼ਾਸਨ ਦੇ ਸਹਿਯੋਗ ਨਾਲ ਜ਼ਮੀਨੀ ਪੱਧਰ ‘ਤੇ ਲਗਾਤਾਰ ਯਤਨ ਕਰ ਰਹੀਆਂ ਹਨ। ਅਰਪਿਤ ਸ਼ੁਕਲਾ ਨੇ ਦੱਸਿਆ ਕਿ ਪਿਛਲੇ ਦਿਨਾਂ ਵਿੱਚ ਡੀਸੀ ਅਤੇ ਐਸਐਸਪੀ ਵੱਲੋਂ ਸੂਬੇ ਵਿੱਚ 522 ਸਾਂਝੇ ਦੌਰੇ ਕੀਤੇ ਗਏ ਹਨ। ਐਸਡੀਐਮ ਅਤੇ ਡੀਐਸਪੀ ਵੱਲੋਂ 981 ਸਾਂਝੇ ਦੌਰੇ ਕੀਤੇ ਗਏ। ਇਸ ਸਮੇਂ ਦੌਰਾਨ ਉਨ੍ਹਾਂ 2504 ਜਨ ਜਾਗਰੂਕਤਾ ਮੀਟਿੰਗਾਂ ਕੀਤੀਆਂ, ਜਦਕਿ ਕਿਸਾਨਾਂ ਅਤੇ ਕਿਸਾਨ ਯੂਨੀਅਨਾਂ ਨਾਲ 2457 ਮੀਟਿੰਗਾਂ ਕੀਤੀਆਂ ਗਈਆਂ। ਵਿਸ਼ੇਸ਼ ਡੀਜੀਪੀ ਨੇ ਕਿਹਾ ਕਿ ਪਰਾਲੀ ਸਾੜਨ ਵਾਲਿਆਂ ਖ਼ਿਲਾਫ਼ ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ।
ਪੰਜਾਬ-ਹਰਿਆਣਾ ਨੂੰ ਦੇਣਾ ਪਵੇਗਾ ਜਵਾਬ
ਝੋਨੇ ਦੀ ਕਟਾਈ ਦੇ ਨਾਲ-ਨਾਲ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਵਿੱਚ ਵੀ ਪਰਾਲੀ ਸਾੜਨ ਦੇ ਮਾਮਲੇ ਵਧਣ ਲੱਗੇ ਹਨ। ਜਿਸ ਤੋਂ ਬਾਅਦ ਸੁਪਰੀਮ ਕੋਰਟ ਇੱਕ ਵਾਰ ਫਿਰ ਸਖ਼ਤ ਹੋ ਗਿਆ ਹੈ। ਪਰਾਲੀ ਸਾੜਨ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਦੇ ਮੁੱਖ ਸਕੱਤਰਾਂ ਨੂੰ ਤਲਬ ਕੀਤਾ ਹੈ। ਉਸ ਨੂੰ 23 ਅਕਤੂਬਰ ਨੂੰ ਅਦਾਲਤ ਵਿੱਚ ਪੇਸ਼ ਹੋਣ ਲਈ ਕਿਹਾ ਗਿਆ ਹੈ। ਦੋਸ਼ ਲਾਇਆ ਗਿਆ ਹੈ ਕਿ ਦੋਵਾਂ ਰਾਜਾਂ ਦੀਆਂ ਸਰਕਾਰਾਂ ਨੇ ਅਦਾਲਤੀ ਹੁਕਮਾਂ ਦੀ ਪਾਲਣਾ ਨਹੀਂ ਕੀਤੀ ਅਤੇ ਲੋੜੀਂਦੇ ਕਦਮ ਨਹੀਂ ਚੁੱਕੇ।
ਜਵਾਬ ਤੋਂ ਪਹਿਲਾਂ ਹਰਕਤ ‘ਚ ਪੰਜਾਬ ਸਰਕਾਰ
ਇਥੇ ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਸਖ਼ਤ ਰਵੱਈਏ ਨੂੰ ਦੇਖਦਿਆਂ ਪੰਜਾਬ ਸਰਕਾਰ ਹੁਣ ਹਰਕਤ ਵਿੱਚ ਆ ਗਈ ਹੈ। ਡੀਜੀਪੀ ਗੌਰਵ ਯਾਦਵ ਨੇ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿੱਚ ਜਵਾਬ ਦਾਖ਼ਲ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਜਾਣਕਾਰੀ ਸਾਂਝੀ ਕਰਦਿਆਂ ਦੱਸਿਆ ਕਿ ਪੁਲਿਸ ਵੱਲੋਂ ਹੁਣ ਤੱਕ 874 ਕੇਸ ਦਰਜ ਕੀਤੇ ਜਾ ਚੁੱਕੇ ਹਨ, ਜਦਕਿ 10.55 ਲੱਖ ਰੁਪਏ ਦਾ ਜੁਰਮਾਨਾ ਲਗਾਇਆ ਗਿਆ ਹੈ। 394 ਕਿਸਾਨਾਂ ਦੇ ਮਾਲ ਰਿਕਾਰਡ ਵਿੱਚ ਵੀ ਲਾਲ ਐਂਟਰੀਆਂ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ।
ਸੈਟੇਲਾਈਟ ਰਾਹੀਂ ਪਤਾ ਲੱਗੇ 1393 ਕੇਸ
ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਪ੍ਰਸ਼ਾਸਨ ਦੀ ਕਾਰਵਾਈ ਤਹਿਤ ਸੂਬੇ ਵਿੱਚ ਹੁਣ ਤੱਕ ਸੈਟੇਲਾਈਟ ਰਾਹੀਂ 1393 ਖੇਤਾਂ ਵਿੱਚ ਅੱਗ ਲੱਗਣ ਦੀਆਂ ਘਟਨਾਵਾਂ ਦਾ ਪਤਾ ਲਗਾਇਆ ਜਾ ਚੁੱਕਾ ਹੈ। ਪੁਲਿਸ ਟੀਮਾਂ ਨੇ 874 ਮਾਮਲਿਆਂ ਵਿੱਚ ਐਫਆਈਆਰ ਦਰਜ ਕੀਤੀਆਂ ਹਨ, ਜਦਕਿ 471 ਥਾਵਾਂ ’ਤੇ ਪਰਾਲੀ ਸਾੜਨ ਦਾ ਕੋਈ ਮਾਮਲਾ ਸਾਹਮਣੇ ਨਹੀਂ ਆਇਆ। ਹਾਲਾਂਕਿ ਸਬੰਧਿਤ ਥਾਣਿਆਂ ਵਿੱਚ 471 ਕੇਸਾਂ ਦੀ ਡੀਡੀਆਰ 394 ਕਿਸਾਨਾਂ ਦੇ ਮਾਲ ਰਿਕਾਰਡ ਵਿੱਚ ਵੀ ਲਾਲ ਐਂਟਰੀਆਂ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ।
ਪ੍ਰਦੂਸ਼ਣ ਦਾ ਪੱਧਰ ਵਧਣਾ ਸ਼ੁਰੂ
ਠੰਢ ਵਧਣ ਦੇ ਨਾਲ ਹੀ ਚੰਡੀਗੜ੍ਹ ਸਮੇਤ ਪੰਜਾਬ ਦੇ ਜ਼ਿਆਦਾਤਰ ਸ਼ਹਿਰਾਂ ਵਿੱਚ ਪ੍ਰਦੂਸ਼ਣ ਦਾ ਪੱਧਰ ਵਧਣਾ ਸ਼ੁਰੂ ਹੋ ਗਿਆ ਹੈ। ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਏਅਰ ਕੁਆਲਿਟੀ ਇੰਡੈਕਸ (AQI) 100 ਤੋਂ ਵੱਧ ਹੈ। ਪ੍ਰਦੂਸ਼ਣ ਕੰਟਰੋਲ ਬੋਰਡ ਨੇ ਪੰਜਾਬ ਦੇ ਜ਼ਿਆਦਾਤਰ ਸ਼ਹਿਰਾਂ ਨੂੰ ਪੀਲੀ ਸ਼੍ਰੇਣੀ ਵਿੱਚ ਰੱਖਿਆ ਹੈ। ਇਸ ਦਾ ਮਤਲਬ ਹੈ ਕਿ ਫੇਫੜਿਆਂ, ਦਮੇ ਅਤੇ ਦਿਲ ਦੀ ਬਿਮਾਰੀ ਤੋਂ ਪੀੜਤ ਲੋਕਾਂ ਨੂੰ ਸਾਹ ਲੈਣ ਵਿੱਚ ਤਕਲੀਫ਼ ਹੋ ਸਕਦੀ ਹੈ।
Chandigarh: With the harvesting of paddy underway, cases of stubble burning are on the rise in Punjab and Haryana, leading to concerns about increasing air pollution. In response, the government has intensified efforts to enforce a complete ban on stubble burning. Punjab Police, in collaboration with civil administration, has launched a major campaign to raise awareness among farmers about the harmful effects of burning crop residue and to take legal action against violators.
Joint Checks by DC and SSP
Punjab DGP has been conducting meetings with senior officers, range officers, CPs, SSPs, and SHOs to assess stubble-burning cases. Special DGP Arpit Shukla stated that police teams, alongside the civil administration, are actively working on the ground to control the issue. Shukla reported that 522 joint inspections by DCs and SSPs, and 981 by SDMs and DSPs, have been conducted. In addition, 2,504 public awareness meetings and 2,457 meetings with farmers and unions were held to address the issue. Legal action is being taken against those found burning stubble.
Supreme Court Demands Response from Punjab and Haryana
As stubble-burning cases rise with paddy harvesting, the Supreme Court has taken a firm stance, summoning the chief secretaries of Punjab and Haryana. They are required to appear before the court on October 23, facing allegations of not complying with previous court orders and failing to take adequate steps.
Punjab Government Takes Action Ahead of Court Response
In light of the Supreme Court’s firm approach, the Punjab government has stepped up its efforts. Punjab DGP Gaurav Yadav, sharing details ahead of the court response, said that the police have registered 874 cases so far and imposed fines amounting to ₹10.55 lakh. Additionally, red entries have been made in the land records of 394 farmers involved in stubble burning.
1,393 Cases Detected via Satellite
So far, 1,393 cases of stubble burning have been detected across the state through satellite monitoring. Police have filed FIRs in 874 cases, while no incidents were found at 471 sites. However, 471 DDRs have been registered, and red entries have been made in the land records of 394 farmers.
Pollution Levels Rising
With the onset of colder weather, pollution levels are rising in Chandigarh and most cities in Punjab. The Air Quality Index (AQI) in Chandigarh has crossed 100. The Pollution Control Board has categorized most cities in Punjab under the “yellow” zone, indicating that people with lung, asthma, and heart conditions may experience breathing difficulties.
