ਚੰਡੀਗੜ੍ਹ ਅੰਦਰ ਹਰਿਆਣਾ ਨੂੰ ਵੱਖਰੀ ਵਿਧਾਨ ਸਭਾ ਲਈ ਜਗ੍ਹਾ ਦੇਣੀ ਪੰਜਾਬ ਦੇ ਹੱਕਾਂ ’ਤੇ ਡਾਕਾ- ਐਡਵੋਕੇਟ ਹਰਜਿੰਦਰ ਸਿੰਘ ਧਾਮੀ
ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਚੰਡੀਗੜ੍ਹ ਵਿਚ ਹਰਿਆਣਾ ਵਿਧਾਨ ਸਭਾ ਲਈ ਵੱਖਰੇ ਤੌਰ ’ਤੇ ਜ਼ਮੀਨ ਦੇਣ ਦੇ ਫੈਸਲੇ ਨੂੰ ਪੰਜਾਬ ਦੇ ਹੱਕਾਂ ਉੱਪਰ ਸਿੱਧੇ ਤੌਰ ’ਤੇ ਡਾਕਾ ਕਰਾਰ ਦਿੰਦਿਆਂ ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਦੇ ਪ੍ਰਧਾਨ ਐਡਵੋਕੇਟ ਹਰਜਿੰਦਰ ਸਿੰਘ ਧਾਮੀ ਨੇ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਦੀ ਇਹ ਪਹੁੰਚ ਪੰਜਾਬ ਅਤੇ ਪੰਜਾਬੀਆਂ ਦਾ ਸਿੱਧੇ ਤੌਰ ’ਤੇ ਨਿਰਾਦਰ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਚੰਡੀਗੜ੍ਹ ਦੀ ਸਥਾਪਤੀ ਪੰਜਾਬ ਦੇ ਦਰਜ਼ਨਾਂ ਪਿੰਡਾਂ ਦੀ ਹੋਂਦ ਨੂੰ ਖ਼ਤਮ ਕਰਨ ਨਾਲ ਹੋਈ ਹੈ, ਜਿਸ ਕਰਕੇ ਇਸ ਸ਼ਹਿਰ ’ਤੇ ਕੇਵਲ ਪੰਜਾਬ ਦਾ ਹੀ ਹੱਕ ਹੈ। ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਪੰਜਾਬ ਦੇ ਹੱਕਾਂ ਅਤੇ ਹਿੱਤਾਂ ਨੂੰ ਦਰਕਿਨਾਰ ਕਰਕੇ ਚੰਗਾ ਨਹੀਂ ਕੀਤਾ ਜਾ ਰਿਹਾ। ਐਡਵੋਕੇਟ ਧਾਮੀ ਨੇ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਸ਼ੁਰੂ ਤੋਂ ਹੀ ਮਨਸ਼ਾ ਪੰਜਾਬ ਵਿਰੋਧੀ ਰਹੀ ਹੈ। ਕਦੀ ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ ਚੰਡੀਗੜ੍ਹ ਨਾਲ ਸਬੰਧਤ ਜਮਹੂਰੀ ਹੱਕਾਂ ਨੂੰ ਖ਼ਾਤਮੇ ਦੀ ਗੱਲ ਕੀਤੀ ਜਾਂਦੀ ਹੈ ਅਤੇ ਕਦੀ ਚੰਡੀਗੜ੍ਹ ’ਚ ਕੰਮ ਕਰਦੇ ਮੁਲਾਜ਼ਮਾਂ ਉਪਰ ਕੇਂਦਰ ਸਰਕਾਰ ਵਾਲੇ ਨਿਯਮ ਲਾਗੂ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਜਾਂਦਾ ਹੈ। ਸ਼੍ਰੋਮਣੀ ਕਮੇਟੀ ਪ੍ਰਧਾਨ ਨੇ ਕਿਹਾ ਕਿ ਹੁਣ ਹਰਿਆਣਾ ਨੂੰ ਚੰਡੀਗੜ੍ਹ ਅੰਦਰ ਵੱਖਰੀ ਵਿਧਾਨ ਸਭਾ ਵਾਸਤੇ ਜਗ੍ਹਾਂ ਦੇਣੀ ਪੰਜਾਬ ਨਾਲ ਧੋਖੇ ਦੀ ਸਿਖ਼ਰ ਹੈ, ਜਿਸ ਵਿਚ ਪੰਜਾਬ ਦੀ ਮੌਜੂਦਾ ਸਰਕਾਰ ਸਿੱਧੇ ਤੌਰ ‘ਤੇ ਸ਼ਾਮਲ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਸ੍ਰੀ ਭਗਵੰਤ ਮਾਨ ਦਾ ਦੋਗਲਾ ਚਿਹਰਾ ਉਸ ਵਕਤ ਨੰਗਾ ਹੋਇਆ ਸੀ, ਜਦੋਂ ਉਸ ਨੇ ਬੀਤੇ ਸਮੇਂ ’ਚ ਇਕ ਟਵੀਟ ਕਰਕੇ ਵੱਖਰੀ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਲਈ ਜ਼ਮੀਨ ਦੀ ਮੰਗ ਕੀਤੀ ਸੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਸ੍ਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਵੱਲੋਂ ਨਿਭਾਈ ਜਾ ਰਹੀ ਸਾਜ਼ਿਸ਼ੀ ਭੂਮਿਕਾ ਦੇ ਕਾਰਨ ਹੀ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਪੰਜਾਬ ਦੇ ਹੱਕਾਂ ਨੂੰ ਨਜ਼ਰਅੰਦਾਜ਼ ਕਰਕੇ ਹਰਿਆਣਾ ਲਈ ਜਗ੍ਹਾ ਦੇਣ ਦੀ ਕਾਰਵਾਈ ਕੀਤੀ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਚੰਡੀਗੜ੍ਹ ’ਤੇ ਕੇਵਲ ਪੰਜਾਬ ਦਾ ਹੱਕ ਸੀ, ਹੱਕ ਹੈ ਅਤੇ ਹਮੇਸ਼ਾ ਰਹੇਗਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਭਾਵੇਂ ਮੌਜੂਦਾ ਸਮੇਂ ਇਸ 10 ਏਕੜ ਜਗ੍ਹਾ ਦੇਣ ਦੇ ਬਦਲੇ ਹਰਿਆਣਾ ਵੱਲੋਂ ਪੰਚਕੂਲਾ ਵਿਚ 12 ਏਕੜ ਜਗ੍ਹਾ ਦੇਣ ਦੀ ਗੱਲ ਵੀ ਸਾਹਮਣੇ ਆ ਰਹੀ ਹੈ, ਪਰ ਪੰਜਾਬੀਆਂ ਨੂੰ ਧੋਖੇ ਵਿਚ ਰੱਖਣ ਦੀ ਹੀ ਇਕ ਤਰੀਕਾ ਹੈ। ਐਡਵੋਕੇਟ ਧਾਮੀ ਨੇ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਇਸ ਕਾਰਵਾਈ ’ਤੇ ਤੁਰੰਤ ਰੋਕ ਲਗਾਵੇ ਅਤੇ ਚੰਡੀਗੜ੍ਹ ਸਬੰਧੀ ਕੀਤੇ ਜਾਣ ਵਾਲੇ ਕਿਸੇ ਵੀ ਫੈਸਲੇ ਤੋਂ ਪਹਿਲਾਂ ਪੰਜਾਬ ਨਾਲ ਜੁੜੀ ਹਰ ਰਾਜਸੀ ਪਾਰਟੀ, ਸਮਾਜਿਕ ਜਥੇਬੰਦੀਆਂ ਅਤੇ ਧਾਰਮਿਕ ਪ੍ਰਤੀਨਿਧ ਸੰਸਥਾਵਾਂ ਦੇ ਨੁਮਾਇੰਦਿਆਂ ਨਾਲ ਸਲਾਹ ਮਸ਼ਵਰਾ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਸਮੂਹ ਪੰਜਾਬ ਪੱਖੀ ਧਿਰਾਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਇਸ ਸਾਜ਼ਿਸ਼ੀ ਫੈਸਲੇ ਵਿਰੁੱਧ ਇਕ ਮੰਚ ’ਤੇ ਇਕੱਠੀਆਂ ਹੋਣ ਅਤੇ ਸਖ਼ਤ ਵਿਰੋਧ ਕੀਤਾ ਜਾਵੇ, ਤਾਂ ਕਿ ਇਹ ਫੈਸਲਾ ਲਾਗੂ ਨਾ ਹੋ ਸਕੇ
Condemning the Central Government’s decision to allocate separate land for a Haryana Assembly in Chandigarh as a direct infringement on Punjab’s rights, Shiromani Gurdwara Parbandhak Committee (SGPC) President Advocate Harjinder Singh Dhami stated that this approach disregards both Punjab and Punjabis. He argued that Chandigarh was established by eliminating numerous villages of Punjab, which gives Punjab the sole rightful claim to the city. He emphasized that disregarding Punjab’s rights and interests does not serve justice, pointing out the Central Government’s consistently anti-Punjab stance.
Advocate Dhami noted that this opposition is evident in various actions, such as attempts to alter Punjab University’s democratic affiliations with Chandigarh, and decisions to impose central rules on employees working in Chandigarh. The SGPC President criticized the move to allocate space in Chandigarh for a separate Haryana Assembly as a betrayal to Punjab, a move actively supported by Punjab’s current government. He pointed out that Punjab’s Chief Minister Bhagwant Mann’s hypocrisy was exposed when he, in a past tweet, demanded separate land for Punjab’s Assembly. According to Dhami, Mann’s conspiratorial role has emboldened the Central Government to undermine Punjab’s rights by accommodating Haryana in Chandigarh.
Dhami asserted that Chandigarh rightfully belongs to Punjab alone and always will. He criticized a rumored exchange of 10 acres in Chandigarh for 12 acres in Panchkula as a deceptive move to mislead Punjabis. Advocate Dhami called on the Central Government to immediately halt this decision and to ensure that any decision regarding Chandigarh is made only after consulting representatives from all political parties, social organizations, and religious institutions affiliated with Punjab.
He appealed to all pro-Punjab factions to unite against this conspiratorial decision and to strongly oppose it to prevent its implementation.
