ਪੰਜਾਬ ‘ਚ ਕਿਸਾਨਾਂ ਨੇ 4 ਘੰਟੇ ਹਾਈਵੇਅ ਕੀਤਾ ਜਾਮ, ਝੋਨੇ ਦੀ ਨਿਰਵਿਘਨ ਖਰੀਦ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਵਿੱਚ ਅਸਫਲ ਰਹੀ AAP ਸਰਕਾਰ
ਪੰਜਾਬ ਵਿੱਚ ਝੋਨੇ ਦੀ ਸੁਸਤ ਖਰੀਦ ਦੇ ਵਿਰੋਧ ਵਿੱਚ ਅੱਜ ਐਸਕੇਐਮ ਦੇ ਆਗੂ ਮੁੱਖ ਸੜਕਾਂ ਜਾਮ ਕਰਨਗੇ। ਕਿਸਾਨ ਜਥੇਬੰਦੀ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਵਾਰ-ਵਾਰ ਮੰਗ ਕਰਨ ਦੇ ਬਾਵਜੂਦ ਝੋਨੇ ਦੀ ਖਰੀਦ ਦੇ ਕੰਮ ਵਿੱਚ ਕੋਈ ਸੁਧਾਰ ਨਹੀਂ ਹੋਇਆ। ਕਿਸਾਨ ਅੱਜ ਸਵੇਰੇ 11 ਵਜੇ ਤੋਂ ਦੁਪਹਿਰ 3 ਵਜੇ ਤੱਕ 4 ਘੰਟੇ ਲਈ ਸੂਬੇ ਭਰ ਦੀਆਂ ਮੰਡੀਆਂ ਦੇ ਆਲੇ-ਦੁਆਲੇ ਮੁੱਖ ਸੜਕਾਂ ਜਾਮ ਕਰਨਗੇ।
ਐਸਕੇਐਮ ਆਗੂ ਰਮਿੰਦਰ ਸਿੰਘ ਪਟਿਆਲਾ ਨੇ ਕੱਲ੍ਹ ਕਿਹਾ ਸੀ ਕਿ ਸੜਕਾਂ ਜਾਮ ਕਰਨ ਦਾ ਫੈਸਲਾ 19 ਅਕਤੂਬਰ ਨੂੰ ਹੀ ਲਿਆ ਗਿਆ ਹੈ। ਇਸ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਸੀ ਕਿ ਜੇਕਰ ਸੂਬਾ ਸਰਕਾਰ 4 ਦਿਨਾਂ ਵਿੱਚ ਝੋਨੇ ਦੀ ਨਿਰਵਿਘਨ ਖਰੀਦ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਵਿੱਚ ਅਸਫਲ ਰਹੀ ਤਾਂ ਵੱਡਾ ਫੈਸਲਾ ਲਿਆ ਜਾਵੇਗਾ। ਸਰਕਾਰ ਕੰਮ ਕਰਨ ਵਿੱਚ ਅਸਫਲ ਰਹੀ ਹੈ।
29 ਅਕਤੂਬਰ ਨੂੰ ਡੀਸੀ ਦਫ਼ਤਰਾਂ ਦਾ ਘਿਰਾਓ ਕਰਨ ਦੀ ਤਿਆਰੀ
ਰਮਿੰਦਰ ਪਟਿਆਲਾ ਨੇ ਕਿਹਾ ਕਿ ਜੇਕਰ ਸਮੱਸਿਆ ਦਾ ਹੱਲ ਨਾ ਕੀਤਾ ਗਿਆ ਤਾਂ 29 ਅਕਤੂਬਰ ਨੂੰ ਸਵੇਰੇ 11 ਵਜੇ ਤੋਂ ਬਾਅਦ ਦੁਪਹਿਰ 3 ਵਜੇ ਤੱਕ ਸੂਬੇ ਦੇ ਸਮੂਹ ਡੀਸੀ ਦਫ਼ਤਰਾਂ ਦਾ ਘਿਰਾਓ ਕੀਤਾ ਜਾਵੇਗਾ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਆਮ ਆਦਮੀ ਪਾਰਟੀ (ਆਪ) ਸਰਕਾਰ ਦੇ ਮੰਤਰੀਆਂ, ਵਿਧਾਇਕਾਂ ਅਤੇ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਅਨਾਜ ਮੰਡੀਆਂ ਦਾ ਦੌਰਾ ਕਰਨ ‘ਤੇ ਕਾਲੇ ਝੰਡੇ ਦਿਖਾਏ ਜਾਣਗੇ।
ਐਸਕੇਐਮ ਤੋਂ ਇਲਾਵਾ ਹੋਰ ਜਥੇਬੰਦੀਆਂ ਵੀ ਝੋਨੇ ਦੀ ਖਰੀਦ ਨੂੰ ਲੈ ਕੇ ਸਰਕਾਰ ਦੇ ਖਿਲਾਫ ਹੋ ਗਈਆਂ ਹਨ। ਪੰਜਾਬ ਕਿਸਾਨ ਮਜ਼ਦੂਰ ਸੰਘਰਸ਼ ਕਮੇਟੀ ਦੇ ਆਗੂ ਸਰਵਣ ਸਿੰਘ ਪੰਧੇਰ ਨੇ ਐਲਾਨ ਕੀਤਾ ਹੈ ਕਿ 26 ਅਕਤੂਬਰ ਨੂੰ ਮਾਝਾ-ਮਾਲਵਾ-ਦੁਆਬਾ ਖੇਤਰ ਵਿੱਚ ਹਾਈਵੇਅ ਜਾਮ ਕੀਤਾ ਜਾਵੇਗਾ।
ਇਹ ਅੰਦੋਲਨ 26 ਅਕਤੂਬਰ ਨੂੰ ਦੁਪਹਿਰ 1 ਵਜੇ ਸ਼ੁਰੂ ਹੋਵੇਗਾ ਅਤੇ ਅਣਮਿੱਥੇ ਸਮੇਂ ਲਈ ਜਾਰੀ ਰਹੇਗਾ। ਮੰਗਾਂ ਨਾ ਮੰਨੇ ਜਾਣ ਤੱਕ ਅੰਦੋਲਨ ਜਾਰੀ ਰਹੇਗਾ। ਇਹ ਅੰਦੋਲਨ ਪਰਾਲੀ ਨੂੰ ਸਾੜਨ, ਝੋਨੇ ਦੀ ਸੁਸਤ ਖਰੀਦ ਅਤੇ ਡੀ.ਏ.ਪੀ. ਲਈ ਦਰਜ ਐਫ.ਆਈ.ਆਰ ਦੇ ਮੁੱਦੇ ‘ਤੇ ਹੋਵੇਗਾ।
ਚੱਕਾ ਜਾਮ ਸਬੰਧੀ ਕੁੱਝ ਜ਼ਰੂਰੀ ਹਦਾਇਤਾਂ
ਇਸ ਦੌਰਾਨ ਸੰਯੁਕਤ ਕਿਸਾਨ ਮੋਰਚੇ ਦੇ ਆਗੂਆਂ ਵੱਲੋਂ ਚੱਕਾ ਜਾਮ ਸਬੰਧੀ ਕੁੱਝ ਜ਼ਰੂਰੀ ਹਦਾਇਤਾਂ ਵੀ ਜਾਰੀ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ, ਤਾਂ ਜੋ ਆਉਣ-ਜਾਣ ਵਾਲਿਆਂ ਨੂੰ ਪ੍ਰੇਸ਼ਾਨੀਆਂ ਦਾ ਸਾਹਮਣਾ ਨਾ ਕਰਨਾ ਪਵੇ। ਸੰਯੁਕਤ ਕਿਸਾਨ ਮੋਰਚਾ ਦੀਆਂ ਕਿਸਾਨ ਜਥੇਬੰਦੀਆਂ ਨੂੰ ਇਸ ਸਬੰਧੀ ਕੁੱਝ ਮਹੱਤਵਪੂਰਨ ਗੱਲਾਂ ਦਾ ਧਿਆਨ ਰੱਖਣਾ ਜ਼ਰੂਰੀ ਹੈ।
ਜਾਮ ਦੌਰਾਨ ਵੱਧ ਤੋਂ ਵੱਧ ਗਿਣਤੀ ਵਿੱਚ ਲਾਮਬੰਦੀ ਯਕੀਨੀ ਬਣਾਈ ਜਾਵੇ। ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਲਾਮਬੰਦੀ ਮਸਲੇ ਦੇ ਹੱਲ ਦਾ ਗੁਰਮੰਤਰ ਹੈ। ਚੱਕਾ ਜਾਮ ਲਈ ਮੰਡੀਆਂ ਨੇੜਲੇ ਕੌਮੀ ਅਤੇ ਰਾਜ ਮਾਰਗ ਚੁਣੇ ਜਾਣ ਤਾਂ ਬਿਹਤਰ ਹੋਵੇਗਾ।
ਚੱਕਾ ਜਾਮ ਦੌਰਾਨ ਤਹੱਮਲ ਅਤੇ ਧੀਰਜ ਨੂੰ ਬਰਕਰਾਰ ਰੱਖਿਆ ਜਾਵੇ।
ਆਮ ਲੋਕਾਂ ਨੂੰ ਆਉਣ ਵਾਲੀ ਪ੍ਰੇਸ਼ਾਨੀ ਦੇ ਮੱਦੇਨਜ਼ਰ ਉਨ੍ਹਾਂ ਨਾਲ ਹਮਦਰਦੀ ਪੂਰਨ ਵਿਵਹਾਰ ਕੀਤਾ ਜਾਵੇ। ਦਿੱਲੀ ਮੋਰਚੇ ਦੀ ਸਫਲਤਾ ਦਾ ਸਬਕ ‘ਸ਼ਾਂਤਮਈ ਅਤੇ ਦ੍ਰਿੜ੍ਹ ਸੰਘਰਸ਼’ ਨੂੰ ਯਾਦ ਰੱਖਿਆ ਜਾਵੇ।
ਬਰਾਤ, ਮਰਗਤ/ਸ਼ੋਕ, ਮਰੀਜ਼ਾਂ,ਹਵਾਈ ਉਡਾਣ ਲਈ ਜਾਣ ਵਾਲੇ ਵਾਹਨਾਂ ਅਤੇ ਐਂਬੂਲੈਂਸ ਨੂੰ ਜਾਮ ਦੌਰਾਨ ਲਾਂਘਾ ਦੇਣ ਦੀ ਪੁਰਾਣੀ ਅਸੂਲੀ ਨੀਤੀ ਦੀ ਪਾਲਣਾ ਯਕੀਨੀ ਬਣਾਈ ਜਾਵੇ।
ਉਪਰੋਕਤ ਤੋਂ ਇਲਾਵਾ ਕਿਸੇ ਸਥਾਨ ਤੇ ਚੱਕਾ ਜਾਮ ਦੌਰਾਨ ਛੋਟ ਦੇ ਰੂਪ ਵਿੱਚ ਕਿਸੇ ਨੂੰ ਲਾਂਘਾ ਦੇਣ ਦਾ ਫੈਸਲਾ ਸਥਾਨਕ ਜਾਮ ਵਿੱਚ ਸ਼ਾਮਲ ਜੱਥੇਬੰਦੀਆਂ ਦੀ ਲੀਡਰਸ਼ਿਪ ਮੌਕੇ ਦੇ ਹਾਲਤਾਂ ਮੁਤਾਬਕ ਸਰਬਸੰਮਤੀ ਦੇ ਅਧਾਰ ਤੇ ਲੈ ਸਕਦੀ ਹੈ।
ਬਰਨਾਲਾ ‘ਚ 5 ਮੁੱਖ ਥਾਵਾਂ ‘ਤੇ ਰੋਸ ਪ੍ਰਦਰਸ਼ਨ
ਅੱਜ ਬਰਨਾਲਾ ਵਿੱਚ ਕਿਸਾਨਾਂ ਨੇ ਮਹਿਲ ਕਲਾਂ ਦੀ ਦਾਣਾ ਮੰਡੀ ਦੇ ਸਾਹਮਣੇ ਬਰਨਾਲਾ-ਲੁਧਿਆਣਾ ਰੋਡ, ਪਿੰਡ ਬਡਬਰ ਦਾਣਾ ਮੰਡੀ ਦੇ ਸਾਹਮਣੇ ਬਠਿੰਡਾ-ਚੰਡੀਗੜ੍ਹ ਰੋਡ, ਪਿੰਡ ਰੂੜੇਕੇ ਕਲਾਂ ਦੀ ਦਾਣਾ ਮੰਡੀ ਵਿੱਚ ਮਾਨਸਾ ਰੋਡ ਅਤੇ ਭਦੌੜ ਕਿੰਨੀ ਚੌਕ ਵਿੱਚ ਫਰੀਦਕੋਟ ਬਰਨਾਲਾ ਰੋਡ ਜਾਮ ਕੀਤਾ ਜਾਣਾ ਹੈ ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਬੀਕੇਯੂ ਉਗਰਾਹਾਂ ਡੀ-ਮਾਰਟ ਬਰਨਾਲਾ ਅੱਗੇ ਵੀ ਰੋਸ ਪ੍ਰਦਰਸ਼ਨ ਕਰੇਗੀ। ਉਕਤ ਕਿਸਾਨ ਜਥੇਬੰਦੀ ਵੱਲੋਂ ਸੰਸਦ ਮੈਂਬਰ ਮੀਤ ਹੇਅਰ ਦੇ ਘਰ ਮੱਲ੍ਹੀਆਂ ਅਤੇ ਬਡਬਰ ਟੋਲ ਪਲਾਜ਼ਾ ’ਤੇ ਪਹਿਲਾਂ ਹੀ ਧਰਨੇ ਦਿੱਤੇ ਜਾ ਰਹੇ ਹਨ।
Farmers to Block Highways in Punjab Today Over Slow Paddy Procurement
In Punjab, farmers are set to block main highways today in protest against the sluggish procurement of paddy. The farmer organization has stated that despite repeated demands, there has been no improvement in the procurement process. Farmers will block key roads around the state’s markets from 11 AM to 3 PM for four hours.
SKM leader Raminder Singh Patiala announced yesterday that the decision to block roads was made on October 19. He mentioned that if the state government fails to ensure smooth procurement of paddy within four days, a bigger decision would be taken. “The government has failed to act,” he stated.
Plans for Protests at DC Offices on October 29
Raminder Patiala also indicated that if the issue remains unresolved, they plan to surround all district commissioner offices in the state on October 29 from 11 AM to 3 PM. Additionally, black flags will be shown to ministers, legislators, and officials of the Aam Aadmi Party (AAP) during their visits to grain markets.
Apart from SKM, other organizations have also expressed their discontent regarding paddy procurement. Sarwan Singh Pandher of the Punjab Kisan Mazdoor Sangharsh Committee announced that on October 26, highways will be blocked in the Majha-Malwa-Duaaba region.
This protest will begin at 1 PM on October 26 and will continue indefinitely until their demands are met. The protests will address issues such as stubble burning, slow paddy procurement, and the FIR registered against DAP.
Key Guidelines for the Blockade
During this period, leaders of the United Farmers Front have issued important guidelines for the blockade to minimize inconvenience for the public:
- Ensure maximum participation to strengthen the protest.
- It is better to choose national and state highways near the markets for the blockade.
- Maintain patience and composure during the blockade.
- Show empathy towards the general public who may face difficulties due to the blockade.
- Remember the lessons from the Delhi protests regarding “peaceful and firm struggle.”
- Adhere to the old principle of allowing passage for wedding processions, funerals, patients, vehicles heading for air travel, and ambulances during the blockade.
- Decisions on allowing any exceptions during the blockade should be made based on consensus among the local leadership of the involved farmer organizations, depending on the circumstances.
Protests Planned at Five Major Locations in Barnala
In Barnala today, farmers will block several key locations, including:
- Barnala-Ludhiana Road in front of the Mahal Kalan grain market.
- Bathinda-Chandigarh Road in front of the Budbar grain market.
- Mansa Road at the Rude Kalan grain market.
- Faridkot-Barnala Road at Bhaddaur Kinni Chowk.
Additionally, BKU Ugrahan will hold protests in front of D-Mart in Barnala. The farmer organization has already been staging protests at the residence of MP Meeta Heer and at the Budbar toll plaza.
