ਨਵੀਂ ਦਿੱਲੀ 29 ਸੰਤਬਰ (ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਖਾਲਸਾ):- ਡੇਰਾ ਸੱਚਾ ਸੌਦਾ ਮੁਖੀ ਗੁਰਮੀਤ ਰਾਮ ਰਹੀਮ, ਜੋ ਕਿ ਆਪਣੀਆਂ ਦੋ ਚੇਲਿਆਂ ਨਾਲ ਬਲਾਤਕਾਰ ਕਰਨ ਦੇ ਮਾਮਲੇ ਵਿੱਚ 20 ਸਾਲ ਦੀ ਸਜ਼ਾ ਕੱਟ ਰਿਹਾ ਹੈ, ਨੇ ਇੱਕ ਵਾਰ ਫਿਰ ਪੈਰੋਲ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਪਿਛਲੇ ਮਹੀਨੇ ਹੀ ਉਸ ਨੂੰ 21 ਦਿਨਾਂ ਦੀ ਛੁੱਟੀ ਦਿੱਤੀ ਗਈ ਸੀ। ਇਸ ਵਾਰ ਉਸ ਨੇ 20 ਦਿਨਾਂ ਲਈ ਪੈਰੋਲ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਰਾਜ ਸਰਕਾਰ ਨੇ ਆਦਰਸ਼ ਚੋਣ ਜ਼ਾਬਤੇ ਨੂੰ ਧਿਆਨ ਵਿੱਚ ਰੱਖਦੇ ਹੋਏ ਮੁੱਖ ਚੋਣ ਅਧਿਕਾਰੀ ਨੂੰ ਆਪਣੀ ਬੇਨਤੀ ਭੇਜ ਦਿੱਤੀ ਹੈ।
ਮੁੱਖ ਚੋਣ ਅਧਿਕਾਰੀ ਨੇ ਰਾਜ ਸਰਕਾਰ ਨੂੰ ਪੱਤਰ ਲਿਖ ਕੇ ਇਸ ਐਮਰਜੈਂਸੀ ਪੈਰੋਲ ਬਾਰੇ ਪੁੱਛਿਆ ਹੈ, ਜਿਸ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਚੋਣ ਸਮੇਂ ਦੌਰਾਨ ਸਜ਼ਾਯਾਫ਼ਤਾ ਨੂੰ ਪੈਰੋਲ ’ਤੇ ਰਿਹਾਅ ਕਰਨਾ ਕਿੰਨਾ ਕੁ ਜਾਇਜ਼ ਹੈ? ਡੇਰਾ ਮੁਖੀ ਇਸ ਸਮੇਂ ਹਰਿਆਣਾ ਦੇ ਰੋਹਤਕ ਦੀ ਸੁਨਾਰੀਆ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਹੈ। ਸਿਰਸਾ ਦੇ ਆਸ਼ਰਮ ਵਿੱਚ ਆਪਣੀਆਂ ਦੋ ਚੇਲਿਆਂ ਨਾਲ ਬਲਾਤਕਾਰ ਕਰਨ ਦੇ ਦੋਸ਼ ਵਿੱਚ ਉਹ 20 ਸਾਲ ਦੀ ਸਜ਼ਾ ਭੁਗਤ ਰਿਹਾ ਹੈ। ਜੇਲ੍ਹ ਵਿਭਾਗ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੇ ਕਿਹਾ ਕਿ ਆਮ ਹਾਲਤਾਂ ਵਿੱਚ ਪੈਰੋਲ ਮੰਗਣ ਲਈ ਕੋਈ ਕਾਰਨ ਦੱਸਣ ਦੀ ਲੋੜ ਨਹੀਂ ਹੈ। ਐਮਰਜੈਂਸੀ ਪੈਰੋਲ ਲਈ ਸਿਰਫ ਕਾਰਨ ਦੇਣਾ ਜ਼ਰੂਰੀ ਹੈ। ਰਾਮ ਰਹੀਮ ਦੀ 20 ਦਿਨਾਂ ਦੀ ਪੈਰੋਲ 2024 ਤੱਕ ਬਾਕੀ ਹੈ, ਇਸ ਲਈ ਕਾਰਨ ਦੱਸਣ ਦੀ ਲੋੜ ਨਹੀਂ ਹੈ। ਅਧਿਕਾਰੀ ਨੇ ਦੱਸਿਆ ਕਿ ਪੈਰੋਲ ਆਮ ਤੌਰ ‘ਤੇ ਡਿਵੀਜ਼ਨਲ ਕਮਿਸ਼ਨਰ ਪੱਧਰ ‘ਤੇ ਮਨਜ਼ੂਰ ਹੁੰਦੀ ਹੈ। ਹਾਲਾਂਕਿ ਚੋਣ ਜ਼ਾਬਤਾ ਲੱਗਣ ਕਾਰਨ ਜੇਲ੍ਹ ਵਿਭਾਗ ਨੇ ਮਾਮਲਾ ਮੁੱਖ ਚੋਣ ਅਧਿਕਾਰੀ ਨੂੰ ਭੇਜ ਦਿੱਤਾ ਹੈ।
ਬਾਬਾ ਰਾਮ ਰਹੀਮ ਨੂੰ ਸਤੰਬਰ 2017 ਵਿੱਚ ਆਪਣੇ ਦੋ ਚੇਲਿਆਂ ਨਾਲ ਬਲਾਤਕਾਰ ਅਤੇ ਇੱਕ ਪੱਤਰਕਾਰ ਦੀ ਹੱਤਿਆ ਦੇ ਮਾਮਲੇ ਵਿੱਚ 20 ਸਾਲ ਦੀ ਉਮਰ ਕੈਦ ਦੀ ਸਜ਼ਾ ਸੁਣਾਈ ਗਈ ਸੀ। ਡੇਰਾ ਮੁਖੀ ਨੂੰ ਜੇਲ੍ਹ ਗਏ ਸਿਰਫ਼ ਸੱਤ ਸਾਲ ਹੀ ਹੋਏ ਹਨ।
ਦਿੱਲੀ ਸਿੱਖ ਗੁਰਦੁਆਰਾ ਕਮੇਟੀ ਦੇ ਧਰਮ ਪ੍ਰਚਾਰ ਦੇ ਸਾਬਕਾ ਮੁੱਖ ਸੇਵਾਦਾਰ, ਗੁਰਬਾਣੀ ਰਿਸਰਚ ਫਾਉਂਡੇਸ਼ਨ ਅਤੇ ਗੁਰੂ ਹਰਿਕ੍ਰਿਸ਼ਨ ਸਾਹਿਬ ਸੇਵਾ ਸੋਸਾਇਟੀ ਦੇ ਚੇਅਰਮੈਨ ਪੰਥਕ ਆਗੂ ਸਰਦਾਰ ਪਰਮਜੀਤ ਸਿੰਘ ਵੀਰਜੀ ਨੇ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਦੀਆਂ ਨੀਤੀਆਂ ਸਿੱਖਾਂ ਖਿਲਾਫ ਚਲ ਰਹੀਆਂ ਹਨ ਜਿਸਦਾ ਪ੍ਰਤੱਖ ਪ੍ਰਮਾਣ ਡੇਰਾ ਮੁੱਖੀ ਨੂੰ ਬਾਰ ਬਾਰ ਫਰਲੋ/ਪਰੋਲ ਦੇਣਾ ਹੈ ਤੇ ਦੂਜੇ ਪਾਸੇ ਲੰਮੇ ਸਮੇਂ ਤੋਂ ਵੱਖ ਵੱਖ ਜੇਲ੍ਹਾਂ ਅੰਦਰ ਬੰਦ ਸਿੱਖ ਸਿਆਸੀ ਬੰਦੀ ਸਿੰਘਾਂ ਨੂੰ ਜਮਾਨਤ ਦੇਣੀ ਤਾਂ ਦੂਰ ਪਰੋਲ ਵੀ ਨਹੀਂ ਦਿੱਤੀ ਜਾ ਰਹੀ ਹੈ । ਉਨ੍ਹਾਂ ਡੇਰਾ ਮੁੱਖੀ ਨੂੰ ਪਰੋਲ ਨਾ ਦਿੱਤੇ ਜਾਣ ਦੀ ਗੱਲ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਸਰਕਾਰਾਂ ਨੂੰ ਸਿੱਖਾਂ ਦੇ ਹਿੱਤਾਂ ਦਾ ਖਿਆਲ ਰੱਖਣਾ ਚਾਹੀਦਾ ਹੈ ਨਾ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਬਾਰ ਬਾਰ ਦੇਸ਼ ਅੰਦਰ ਦੂਜੇ ਦਰਜੇ ਦੇ ਨਾਗਰਿਕ ਹੋਣ ਦਾ ਅਹਿਸਾਸ ਕਰਵਾਣਾ ।
New Delhi, 29 September (Manpreet Singh Khalsa) – Dera Sacha Sauda chief Gurmeet Ram Rahim, who is serving a 20-year sentence for raping two of his disciples, has once again requested parole. He was granted a 21-day leave last month and is now seeking 20 days of parole. The state government has sent his request to the Chief Electoral Officer, considering the model code of conduct.
The Chief Electoral Officer has written to the state government inquiring about the legality of granting parole to a convicted individual during the election period. Ram Rahim is currently imprisoned in Sunaria Jail in Rohtak, Haryana, serving his sentence for the 2017 rape case and the murder of a journalist. Jail officials stated that typically, no reason is required to request parole under normal circumstances; only an explanation is necessary for emergency parole. Since Ram Rahim’s 20-day parole is due until 2024, no reason needs to be provided. Officials mentioned that parole is usually approved at the divisional commissioner level. However, due to the election code, the jail department has referred the matter to the Chief Electoral Officer.
Ram Rahim was sentenced to 20 years in prison in September 2017 for raping two disciples and for the murder of a journalist. He has only been in jail for seven years.
Sardar Parmjeet Singh Virji, a former chief sevadars of the Delhi Sikh Gurdwara Committee’s religious propagation, chairman of the Gurbani Research Foundation, and Guru Har Krishan Sahib Seva Society, stated that government policies are against the interests of Sikhs. He pointed out the contradiction in granting repeated furloughs/parole to Ram Rahim while Sikh political prisoners have been denied bail, let alone parole. He emphasized that the government should consider the interests of Sikhs and not make them feel like second-class citizens within their own country.
